1. Cook water and 1/2 cup of the flour over low heat until it reaches the consistency of a gluey paste stirring constantly. Remove from heat and let cool.
2. Blend sugar, cocoa powder salt, vanilla, and vegetable oil. Add the flour-water mixture.
